Bihar Voter List Row: Citizenship Proof Rule Triggers NRC-Like Fear Ahead of 2025 Polls

New Delhi: A new political uproar has started before the assembly elections in Bihar. The opposition parties have once again put the Election Commission in the dock, but this time the matter is different. Actually, the Election Commission is running a special campaign to update the voter list in Bihar. Under this, all voters will have to submit documents related to their citizenship and birth. The purpose of this move is to remove the wrong names from the voter list. However, opposition parties are opposing it.

The major opposition parties of Bihar, RJD (Rashtriya Janata Dal) and CPI-ML (Liberation), are opposing this decision. They say that doing this before the elections is wrong. RJD leader Chittaranjan Gagan said that his party is against such work. He said, 'We told the Chief Election Commissioner that lakhs of families in the state do not have the documents that are being asked for, this is a conspiracy to stop lakhs of voters from voting.'

CPI-ML (Liberation) General Secretary Dipankar Bhattacharya said that this is like NRC (National Register of Citizens). He said, 'How can such a big work be done in a month? All this is wrong. Elections should be held in a democratic way, in which everyone is included.'

'A way to stop people from voting'

Opposition parties say that this is a way to stop people from voting. On the other hand, the Election Commission says that this step is necessary to keep the voter list clean and correct. This issue has become the center of political debate in Bihar. This move of the Election Commission has brought a new turn in the politics of Bihar. All political parties are giving their opinion on this issue. At the same time, work has started on the new rules of the Election Commission in Bihar. A state official said that BLO (Booth Level Officer) will go door-to-door to check voters. This work will continue till July 26.

What is the logic of the Election Commission?

The Election Commission said that it is taking this step to correct the voter list in Bihar. He said that cities are changing rapidly, people are moving from one place to another and foreigners are also coming. Therefore, it is necessary to go door-to-door and check. News agency PTI reported that the Election Commission is planning to do the same in 5 more states. These states are Assam, Kerala, Puducherry, Tamil Nadu and West Bengal. Elections are going to be held here in 2026. According to PTI, the Election Commission will work to correct the voter list across the country, it is its constitutional duty.

Voters will have to prove that they are Indian citizens

The Election Commission has made a new rule. Now new and old voters will have to give an information, they will have to tell that they are Indian citizens. They will have to give this information in writing themselves. Also, they will have to give proof of date of birth and place of birth. They will also have to give information about their parents. All this is being done before the elections to be held in Bihar. The Election Commission wants the wrong names to be removed from the voter list. Therefore, it will go door to door and check people. Some political parties are raising questions on this decision. They say that this is a way to prevent people from voting.

    What are the new rules?

According to the new rule, people born in India before 01-07-1987 will have to fill a form. They will also have to give a document stating their identity and date of birth or place of birth. A list of documents has been given, from which any one document can be used.

People born between 01-07-1987 and 02-12-2004 will also have to give proof of date of birth or place of birth. Along with this, they will also have to provide the birth certificate of their mother or father.

People born after 02-12-2004 will have to provide their birth certificate. They will also have to provide the birth certificate of their parents. If one of the parents is not an Indian, then passport and visa at the time of birth will also have to be provided.

The Election Commission has mentioned 11 types of documents that can be used as identity and birth proof. These include identity card, pension payment order, government issued document, birth certificate, passport, matriculation certificate, residence certificate and land or house allotment letter.

Another election official said that all voters will have to fill the forms given by the BLO. They will have to give information about their date of birth or place of birth and their parents. This rule will vary depending on their date of birth.
