New Delhi: Union Home Minister Amit Shah inaugurated the ‘Anti-Terrorism Conference – 2025’ in New Delhi on Tuesday. He stated that 40 kilograms of explosives were used in the blast near the Red Fort. He said the Pahalgam and Delhi blasts were not examples of routine policing, but rather extraordinary examples of thorough investigation. The terrorists' objective was to disrupt communal harmony in the country through the Baisaran Valley terrorist attack.
The Home Minister emphasized the need for a uniform Anti-Terrorist Squad (ATS) structure for police across the country. He said the role of the ATS in combating terrorism is crucial and instructed all Directors General of Police (DGPs) of the states to implement it as soon as possible.
The Nature of Terrorism Has Changed: Shah
Amit Shah said that the nature of terrorism has changed in today's world, encompassing cyber and information warfare, misuse of economic networks, and hybrid terrorism. To counter such threats, it is essential to develop a robust national grid that is vigilant and capable of swift and results-oriented action. He said that such a national-level system can only be strengthened through conferences like this.
Appeal for 'Duty to Share' Instead of 'Need to Know'
The Home Minister said that in the coming times, it is necessary to create a multi-layered security model and adopt a tough stance against terrorism to keep the country safe. He appealed for working on the principle of "Duty to Share" instead of "Need to Know."
Amit Shah also said that central agencies and state police have made good use of technology at their respective levels, but the technology developed at different levels and the data collected at different places is like a gun without bullets. He stated that if all the data were interconnected and based on a common technology, the security system could be far more effective. To this end, he instructed the Ministry of Home Affairs, the NIA, and the IB to hold discussions and develop a streamlined national technical and data framework, and to provide support to the states in strengthening it.
