BPSC Protest Fallout: Nitish Kumar Mocked as Exam Results Expose Bihar’s Education Crisis!

Qualified teachers are not available in Bihar. For this, the government had to relax the restrictions of the domicile policy. There are no good colleges. The colleges that are there only award degrees. Questions are being raised on the impartiality of institutions like the Bihar Public Service Commission (BPSC) that conduct competitive examinations. Even more tragic is that the candidates for administrative services in Bihar do not have general knowledge of Bihar. This is when the state government is spending more than 52 thousand crores on education annually.

Bihar is considered to be a state with a leading past in terms of intelligence and knowledge. In the past, world-renowned educational institutions like Nalanda and Vikramshila were built and run in Bihar. The entire country acknowledges Bihar's political maturity. Bihar is now among the leading states that give the country the most IAS-IPS. In such a situation, it is surprising if the candidates who become administrative police officers in Bihar do not even have general knowledge. This suddenly exposes many shortcomings at once. There are no good teachers in Bihar. Because qualified teachers are not available in Bihar. For this, the government relaxed the restrictions of the domicile policy. This allows the youth to come from other states. There are no good colleges. In the colleges that are there, only degrees are available. In some places, there are also reports of degrees being sold. Otherwise, questions are raised about institutions like the Bihar Public Service Commission (BPSC) which conducts competitive examinations. The qualification of most of the candidates who want to go into the administrative service is such that they do not even know about international shooters Shreyasi Singh, Vishnupad Temple, and Patna Sahib.

Domicile was removed due to fear of not getting a qualified teacher.s

Teachers have been appointed on a large scale in Bihar since the year 2022. RJD leader Tejashwi Yadav also tries to take political advantage of this. Because in the 17 months from 2022 to December 2024, he was the Deputy CM in Nitish Kumar's government. In the 2020 assembly elections, he had promised to give government jobs to 10 lakh people. Then Nitish had ridiculed his promise citing lack of funds. Tejashwi claims that due to his pressure and influence, the government started the process of appointments. So far, about 3 lakh teachers have been appointed by the government led by Nitish Kumar. Most of these teachers were appointed during Tejashwi Yadav's tenure in the government. Even before the appointment, the government realized that qualified teachers would not be available in Bihar. Therefore, the government relaxed the domicile policy in the appointment of teachers. As a result, people from other states were appointed teachers on a large scale. The hope of employment of the people of Bihar was dashed. Even now, the teachers' appointments that are being made are full of candidates from other states.

People who came to become officers do not know the basic thin.gs.

When the Bihar Public Service Commission sought applications for the 70th examination, more than 3.50 lakh candidates applied. When the examination was conducted, controversy started over a paper leak. The commission conducted the examination again at more than two dozen centers. The candidates were demanding that the entire exam be canceled and the exam be conducted again. The candidates started protesting against this. Political efforts to cash in on their anger also began. Tejashwi Yadav was the first to reach midnight to support them. Later, Jan Suraj founder Prashant Kishor entered. Congress leader Rahul Gandhi also met the protesting candidates on reaching Patna. LJP leader Chirag Paswan also started speaking in favor of the candidates. Prashant Kishor's party has even knocked on the doors of Patna High Court regarding this matter. Before that, Prashant also went on a hunger strike for about a fortnight.

Anyway, one of the most important and shameful facts about Bihar also came to light in this episode. Information about these facts was received when the exam results were declared. According to Rajesh Kumar, the BPSC exam controller who conducted the exam, many people said that easy questions were asked in the exam. Despite this, 1.70 lakh candidates were not able to write the correct answers to the questions. The candidates were not able to give the correct answer to the question related to female MLA and international award-winning shooter Shreyasi Singh. More than 1.5 lakh candidates were not able to write the correct answer to the question related to Vishnupad Mandir in Gaya. The answers of 50503 candidates were also wrong about Patna Sahib.

    Degree holders for fourth-grade jobs

The level of education and unemployment problem in Bihar can also be understood from the fact that in the year 2020, more than five lakh applications were received for recruitment to 136 posts of peon, gardener, sweeper, and doorman in the Bihar Legislative Assembly. Hundreds of applicants had B. Tech and M.Tech degrees. The number of applicants with graduate and post-graduate degrees was also in the thousands. There was also a considerable number of applicants who had passed the preliminary examination of IAS-IPS. Matriculation or its equivalent examination was the educational qualification prescribed for these fourth-grade jobs.

The most talked about topper scam was exposed in Bihar. A sample of how examinations from matriculation to college have been conducted in Bihar came to light in 2016. In the list of state toppers of the intermediate examination, Ruby Rai in Arts, Saurabh Shrestha in Science, and Rahul Kumar, the third topper in Science, were wrongly declared toppers. This was revealed when their interviews were aired on TV channels. They could not answer even the basic questions in the interview. After the scam was exposed, the list of toppers was canceled. The mastermind of this scam turned out to be Bachcha Rai. He was the principal of Vishnu Rai College. He was arrested. Bachcha Rai's daughter Shalini Rai was also an accused in the fraud case. Bachcha Rai had also contested the assembly elections on RJD ticket in 2015. It is said that Bachcha Rai had taken a promise from Ruby Rai's father to give 6 acres of land to make his daughter a topper. The government spends the most on education, but the situation is bad.

It is surprising that Nitish Kumar first got good buildings constructed to improve the condition of education. Then employed teachers were appointed on a large scale. The government gave them the status of government teachers. The process of appointing teachers on a large scale has been going on for two years. The state government had made a budget provision of Rs 52639.03 crore for education in the last budget. This time there is every possibility of this amount increasing. But, as the medicine was given, the disease increased. The level of education has been exposed by the 70th examination of BPSC.
